New alignment: What might it look like?

From what I read this is what the new leagues might look like.

As I understand it ever two years the best 6 schools of these 12, different for each sport, is one league and bottom 6 are another.

Then would the top six go back to 5 dual meets before league finals.
Would bottom six stay with tri-meets so each meet would have some competition.
If we do end up with this would any league finals meet records still exist?
How about number of kids qualifying from league to NCS Redwood Regional?
