Here is a story I started a long time ago covering the history of girls track & field by time period.
After getting to the point I did I then decided to switch my history lessons from time period to individual events.
But since I did finish about half the time period I figure some of you will still enjoy it.

It will be very difficult for any future decade to come close to what the girls of this period did.
Three National Championships, ten state cross country titles, eight state track titles and a whole lot more.
Before we get to our amazing distance runners let’s take a look at an Empire girl, Erika Hause, who changed the face of California track and her coach, Jim Veilleux, yes the same Jim that is still coaching at Santa Rosa High.
In 1992 there was no pole vaulting in the girls division in California. But a Montgomery sophomore named Hause wanted to and without going into all of the details here, check out PDF below, California now has it.
Hause’s family with Veilleux’s help, changed all that for the Golden state.

Hause set the first Empire record in the vault at 8-6 in 1994 which she again cleared in 1995 along with Santa Rosa’s Grace Neisingh.
1995 was the first year the vault was an official event in the NBL, SCL & NCS with 1996 the first time at the State Meet level.
Hause, daring to vault, was just the type of girl she was as she went on to be a trapeze artist for Ringling & Brothers Circus. scroll down in this link, Erica is second from left in the photo.
1992 also saw Montgomery’s Melissa MacPherson win the NCS Long Jump title. Earlier in the year she was also a member of the Viking team that ran the 4X220yd relay in 1:46.7, a time that has not been equaled to this day. It is equivalent to 4X200m in 1:46.32. The team was made up of Krissy Lombardo, Cari Stenger, MacPherson and Nicole Park and averaged 26.6 for 200’s.

It’s great to talk about amazing athletes breaking records but it is a rare case when you have two athletes taking turns breaking the record in the same event. What Hause started in the vault got very exciting as Montgomery’s Amy Bei and Santa Rosa’s Shail Pec-Crouse took turns breaking each others records.
These two took the vault past nine feet, then ten then eleven feet.
Bei would win the NBL title in 1996, 97 & 99 with Pec-Crouse winning 1998.
Bei would win the 1998 NCS MOC title and then place 8th at state, which lasted as the Empire’s best place ever in that event until 2009.
Both would have their highest clearances in 1998 with Bei soaring over 11-1 and Pec-Crouse setting the final record at 11-2½, a mark thet would hold up as the Empire record until the end of this period when Petaluma’s Ashley Lennon would scale 11-3 in 2001.
I’ve often wondered if, at four foot eleven inch tall, Bei’s mark has ever been bettered by a female vaulter standing under 5 feet tall.

Besides the pole vault the girls 100 hurdles also had a change during this time period.
Hurdles in California had been run at the 30 inch height at state until 1993 when they were raised to the current 33 inches. Santa Rosa’s Nikki Henkels showed the Empire she would have no trouble with the extra height as she ran them in 15.3 that first year, a time that made the All-Time top ten under all conditions until this year when CoCome McKamey bumped her out.
On the flat sprints it was Fort Bragg’s Tamika Brown who in 1993 became the first Empire girl to ever break the 25 second mark with a best of 24.88. Brown also lowered the 100 record down to 12.18. That 200 mark held up for 18 years while the 100 lasted for eleven.
Brown qualified in the State meet trials in the 200 to compete in the finals but because of one of the CIF’s worse decisions ever they postponed the finals for a week because of the possible of rain the next day, which never happened. Brown was unable to get back to LA the following week for the finals.
In cross country no girls had ever done better than 7th at the State meet.
In 1993 Clear Lake’s Melody Haas changed all that with a 2nd place finish in Div IV, the smallest school size division at that time.
During the reign of Julia Stamps there were of course many overshadowed accomplishments.
I will pick up on those after all of what she did rather than mix them in here and there in her story.
A WHOLE NEW LEVEL
In the Fall of 1993 the Santa Rosa School District was in their last year of the High Schools being only 10-12 grades.
This meant that one of the Nations most incredible High School careers actually began at Rincon Valley Junior High.
Ninth grader Julia Stamps both burst onto the scene that Fall and literally burst off the scene, but only for a moment.
Stamps would run her first High School meet at the Rancho Cotate Invitaional, and although running an extra 100 yards off course, destroyed the course record by 48 seconds.
This would continue on in cross country for the next four years. I believe by the end of her prep career she would own the course record (CR) on every single course she would run on except San Diego’s Balboa Park were her 16:41.9 5K National winning time was only 2.6 seconds off of Colorado’s Melody Fairchild’s mark in winning the 1990 Nationals.
Also in September Stamps blazed a 17:30 5k at the Aggie Invitational at UC Davis.
Stamps followed that with her first of four wins at Viking Opener XC meet, again lowering the CR by a mind blowing 42 seconds on the 2 mile course. Nika Horn held that record at 11:49 but Stamp’s 11:07 was almost to hard to believe. Over the next 35 plus years only one girl (11:05) in any grade would better Stamps 9th grade time.
Jules, as she would often be called, would take that time down each year with 10:51, 10:49 and finally 10:40 as a Santa Rosa High runner.
The Stanford Invitational would be her first against some of the best in the nation. What I noticed about every race Stamps ran in was whether it was some local fun run or Nationals she would charge out to the front, run as fast as she possible could, and just dare anyone to try and keep up. Stanford was no different as she left the next closest runner from Oregon a distant 43 seconds behind finishing the 5k course in 17:40. Like the Viking Opener she would win Stanford all four years with a final CR of 17:19 in 1995 that would remain as the CR until Stanford changed their course.
Stamps continued her freshman season with another CR at Cal Poly Invitational.
She followed that up by winning the elite sweepstakes race at Mt Sac. There is no other race bigger than this one. Story here
Then just as she had burst onto the scene she burst off it or more precisely ruptured off it as a ruptured appendix one week later kept her from possibly taking all the post season meets.
Her freshman season was still enough for Big West Racing magazine to pick her as California’s female cross country runner of the year.
Stamps’ freshman track season was even more impressive. As an 8th grader she had turned in times of 4:38.35 for 1500m and 10:01.7 for 3000m so the California Prep world was not going to be to surprised by what she could do.
Then again her first race couldn’t have been any less spectacular.
She would run in the Sunkist Invitational at the L.A. Sports Arena. Stamps had never run indoors or at the 2 mile distance.
No problem with either as she broke the National freshman record running 10:30.2. Stamps came back a short time later to take 2nd in the mile to a Canadian in 4:59.99.
Her first outdoor race would be breaking the Empire record in the 1500m at 4:37.3 surpassing the 4:38.0 by Lori Shanoff, Petaluma from 1981, she would lower that mark to 4:32.60 before the year ended.
This would be a recurring story for her over the next four years as she would break record after record, many in open races against college runners.
She would then take a quick break from track to wear the USA uniform, for the first time, as she was the youngest member (15) of the American team at the World Cross Country Championships in Budapest, Hungary were she was the top US finisher in the junior division.
Her first high school race on Sonoma County soil would not take place until April 30th at the Viking Track Classic were she broke the meet record with a 10:33.45 in the 3200m.
In the post season she was unstoppable.
At the NCS 1A finals she broke the meet record (MR), running on a blister that burst on the first lap, and still lapped the second place finisher Melody Haas, a State XC medalist. This was her only year running in the 1A meet and her MR of 10:45.11 has only been bettered in the meet once in 2012 by Branson’s Julia Maxwell in 10:42.50.
Her final three prep years would be at Santa Rosa High competing in the NCS Redwood Empire Championships which she would dominate as well, along with her team that would win the girls division all three years.
In the NCS Redwood Empire meets she would win all three years at 3200m setting the MR of 10:20.26 in 1995 and in 1997 she would double up to also win the 1600m in a MR of 4:49.55 that stood until 2018.
Her freshman Track State Meet would not disappoint.
Stamps running in the 3200m would not just win the Empire’s first Gold medal since Montgomery’s Mel Gray in 1967 she would crush the field winning by 25 seconds in 10:28.49 and she was just a ninth grader at Rincon Valley Jr. High. Her new PR was the third fastest time run in the Nation and the fastest of course by a freshman in 1994. It was the fastest time ever in the State meet history by a freshman.
Watch the 1994 State meet race here. The person filming was focusing on another runner so you will only get to see Julia for the first 500m. She will lead from the start in lane 1.
A week later she would take on some of the best in the nation at the Golden West Invite. Back then this meet would draw the top preps in the US. Running in 100+ degree heat in Sacramento she defeated them all in a new MR of 10:30.25.
All five of Stamps’ 3200m races this year would be faster than Sherri Minkler’s old Empire record of 10:37.78.
Stamps would finish her freshman season with bests of 2:14.54 800, 4:54.42 1600 and 10:26.51 3200.
Her last big track meet of 1994 would be the Junior Nationals in Florida.
Competing against the US’ best juniors, including collegians, Stamps continued her undefeated outdoor season winning the 3,000m event in 9:28.50.
That would be the fastest prep time in the nation that year and a new National freshman record, destroying the old best of 9:34.0 from 1980 by Ohioan Laura Craven.
Stamps would wear the USA uniform for the second time at the World Junior Championships in Portugal but unfortunately she was tripped and spiked in the trials and did not qualify on to finals.
Track and Field News picked high school record holder Suzy Powell, future 3-time Olympian, as HS Athlete of the Year, with Stamps 6th in the voting and the best 3200 runner in the nation.
That concludes her junior high year and now on to high school.
Her sophomore year included races like another Stanford win in a course record and running the fabled 2.97 Spring lake course for the very first time and lowering Nika Horn’s record from 18:09 to 16:55. Her Mt Sac win in a CR 16:58, by over a minute, was yet another mind blower.
Her NBL win at 16:18 at Spring Lake was again stunning.
NCS and even the State meet were nothing more than a walk in the park as she won Division I State by over a minute in 17:06 on the Woodward Park course.
It was another course record and to this day (2017) has only been bettered by 11 girls and held up as the sophomore record until 2013.
In 1995 the culmination for the preps were the Foot Locker Nationals.
Jules would first win the Western Regionals with a CR by a huge 20 seconds.
Stamps’ National meet in San Diego has to rate as one of the top prep cross country races of all time in the U.S.
She won by an incredible 31 seconds over the 5K course in 16:41 but rather than me going on and on about it watch it for yourself here.
As stated before this national course is the only one I know of that when she finished her prep career she did not hold the course record on, missing it by 2 seconds to a former national champion.
This is where I had gotten to and all the stats below are what I was going to use for the completion of the story.
